New 7-Star Energy Efficiency Standards for South Australian Homes: What You Need to Know

Starting October 1, 2024, all new homes in South Australia will need to meet a higher energy efficiency standard, an upgrade from the previous 6-star or equivalent requirement. This initiative aims to enhance energy performance and increase livability for homeowners, particularly those with mobility needs, allowing them to comfortably transition through life stages within their homes.

The South Australian government, through the Housing Roadmap, has committed to maintaining these standards for the next ten years, ensuring long-term stability for both the building industry and homebuyers. The new regulations align with the National Construction Code (NCC) 2022, agreed upon during the Building Ministers’ Meeting in 2022. However, due to current pressures on the construction industry—such as supply chain disruptions and workforce shortages—South Australia extended the compliance deadline until October 2024, giving builders time to adjust.

These changes include provisions to assist with the transition, especially for properties on small or irregular lots and for buildings used as worker or tourist accommodation. For example, development applications submitted before October 1, 2024, will be reviewed under NCC 2019 rules, and smaller lots and narrow frontages have been exempt from the Livable Housing Design standards.

Additionally, exemptions include buildings under 60m² and certain energy efficiency concessions for lightweight or transportable homes, and a three-year exemption for homes in Master Planned Neighbourhood Zones, such as the Mount Barker District Council area. These measures ensure flexibility while maintaining the goals of improved housing quality and sustainability.

The new rating ensures a higher level of insulation and thermal performance, reducing energy consumption and increasing homeowner comfort. Although initial building costs may rise slightly, long-term energy savings are expected to offset these expenses, contributing to lower day-to-day living costs.

This decade-long commitment by the government provides certainty for the construction industry, allowing home builders to adapt without the fear of further regulatory changes for a considerable period. The collaboration between the government, housing, disability, and construction stakeholders also underscores the importance of building homes that are inclusive, environmentally responsible, and cost-efficient for all South Australians.
